Residents of Minnesota, USA, 21 and older, began owning up to two ounces of marijuana flowers in public places and up to two pounds in their homes starting Aug. 1. At the same time, the bill also provides an opportunity for people with marijuana criminal records to clear records, automatically revoke low-level convictions, and establish a review committee to determine eligibility for high-level crimes.
Minnesota Gov. Tim Walz signed a bill in May to legalize recreational marijuana use in the state. With Waltz's signature, Minnesota became the 23rd state to legalize adult marijuana use and the third in the Midwest to do so.
"We now know that bans don't work. We criminalized a lot of people. We're going to start purging these records. Buying marijuana on the street is dangerous," Waltz said at the signing ceremony, adding that adults should be able to make their own decisions about such choices.
In addition, the bill establishes an office of cannabis management to regulate and sell cannabis products within the state.
"This bill creates a safe, rigorously regulated legal marketplace that includes best practices for protecting consumers, health, and public safety. It also values robust clearance programs so that those disproportionately affected by current cannabis laws can move on with their lives. Now is the time for legalization, and I'm proud to push this bill through," Rep. Zack Stephenson, a Democratic state and its sponsor, said at a news conference ahead of its final passage.
While Stevenson said the work of implementing regulation and clearing records will begin once the law takes effect, he stressed on Twitter that the changes won't happen overnight. He expects it will take up to 18 months to expect a legal marijuana dispensary, noting that clearing "thousands" of past marijuana convictions could take years to complete.
As the attitude of the law towards cannabis gradually shifts, we need more discussion and reflection to take a deep look at our society and legal system. Only in this way can we truly achieve justice and equality in society.
